City and town names along with several other useful variables were appended to this spatial data set from U.S. Bureau of Census TIGER Resources. This may not represent a full accounting of legally incorporated places in the state, but it does provide an initial look at existing cities and towns as defined by U.S. Bureau of Census. Purpose Develop a digital/spatial data set of towns and cities for the State of Georgia for base map information. Supplemental_Information Procedures_Used 1. TIGER/Line 1995 Data for the State of Georgia was extracted from CD-ROM (CD-TGR95-02) as ZIPed files. 2. Using UNZIP data was expanded into 8-10 tiger files (by county) with the prefix TGRxxxxx.BWz where xxxxx is the 5-digit state/county FIPS code beginning with 13001 for Appling County Georgia and proceeding through 159 counties to 13321 for Worth County Georgia. 3. Using the TIGERTOOL Aml, TIGER Data is converted to Arc/Info spatial data with appropriate attribute information. TIGERTOOL Aml incorporates several Arc/Info commands to create a complete topological product with common projection. (Primary commands used are, TIGERARC, JOINITEM, BUILD and PROJECT). TIGERTOOL Aml creates several spatial datasets including "county-name"1.AAT, "county-name"1.PAT and "county-name"3.PAT. 4. Each countys polygonal data set is DISSOLVEd by item name FPL to create place polygons. The FPL item is an alternate name for the PLACEFP item, but is defined as a character. 5. Data from the TIGER Resources on-line WEB site: http://www.census.gov/geo/www/tiger/resource.html were downloaded an UNZIPed. Georgias place name file geoexga.dbf is converted to an INFO file using DBASEINFO. This contains the common relational item PLACEFP as an integer. 6. Using the MAPJOIN Command, all 159 counties are appended/with all items into the coverage TOWNS. 7. Using ADDITEM and INFOs CALC, the item PLACEFP (defined as 5,5,I) is added to the spatial data set TOWNS.PAT as ADDITEM towns.pat towns.pat placefp 5 5 I. In INFO, CALC PLACEFP = FPL. 8. Using the JOINITEM command attributes from places.ga (converted from the original dBase file using the DBASEINFO command see 5.) are joined using the common relational item placefp. JOINITEM towns.pat places.ga towns.pat placefp placefp. 9. The Census Bureau designation of CDP or Census Designated Places are eliminated from this dataset using RESELECT. RESELECT towns.pat towns2.pat res ANPSADPI cn CDP N N 10. Polygons with existing FPLs are checked to see if they contain city or town names (ANPSADPI). A single polygon, fpl = 19000, is not populated. This polygon corresponds to Columbus, GA / Muscogee County, a combined city/county government. Values for ANPSADPI, POP100 and HU100 are added. 11. Two fields were renamed and incorporated into the existing INFO file structure of the spatial data. In ARCEDIT all tics were deleted and replaced by a standard set of tics centered on 1 degree longitude and latitudes. 15. A dissolve was executed to remove pseudo nodes and lines created by the original county paneling. DISSOLVE towns towns2 #ALL poly 16. Within the NAME item field, texts of town and city were searched on and erased. For example Atlanta city became Atlanta and so on. 17. The final coverage was renamed TOWNS. Coordinates in the TIGER/Line files have six implied decimal places, but the positional accuracy of these coordinates is not as great as the six decimal places suggest. The Census Bureau cannot specify the accuracy of features inside of what was the 1980 GBF/DIME-Files coverage or selected metropolitan areas. The Census Bureau added updates to the TIGER/Line files that enumerators annotated on map sheets prepared from the Census TIGER data base as they attempted to traverse every street feature shown on the 1990 census map sheets; the Bureau also made other corrections from updated map sheets supplied by local participants for Census Bureau programs. The locational accuracy of these updates is of unknown quality. In addition to the Federal, State, and local sources, portions of the files may contain information obtained in part from maps and other materials prepared by private companies. Despite the fact that TIGER/Line data positional accuracy is not as high as the coordinates values imply, the six-decimal place precision is useful when producing maps. The precision allows features that are next to each other on the ground to be placed in the correct position, on the map, relative to each other, without overlap.
