The National Forest boundaries with land ownership attribution was developed from paper 1:24,000 scale U.S. Geological Survey topographic maps. These topographic maps were prepared under the supervision of Dr. Roy Mead, U.S. Forest Service, Regional GIS Coordinator, Atlanta, Georgia. These maps depicted National Forest boundaries of the Chattahoochee and the Oconee National Forests in Georgia. The data were put into Arc/INFO GIS by digitizing the boundary information overlaying the topographic maps. The ownership information for each polygon, federal or private, was obtained from delineations on the topographic maps. Purpose This data was required in order to be included as a layer in the "Lands Geotechnically Poorly Suited for a Sanitary Landfill" database. This dataset along with several others, including, Corps of Engineers land, National Park Service land, etc. portray federal land ownership. Supplemental_Information Procedures_Used Digital data was processed using Arc/Info version 3.2 on a Prime Mini-computer. The data was orginally delineated in 1986 by the National Forest Service from 1 to 24,000 scale Topo maps of existing property. The drawn in areas were digitized by the USGS in 1986 and this coverage was then georeferenced, cleaned, rebuilt and finally attributed. This work was completed in 1987. 1. Unfolded Paper topographic quad sheets were digitized using the ADS system of Arc/Info 3.2 on a Prime Mini-computer. The data was captured spatially in digitizer units using a Calcomp 9100 digitizer into quad basedf files. 2. Each quad file was edited using ArcEdit to remove dangles, add label points and remove/add additional arcs. 3. The quad files were CLEANed using dangle distance of .01 and a fuzzy tolerance of .001 creating polygon coverages. 4. Items OWNERSHIP,1,2,C and NAME,40,41,C were added using additem. 5. Using ArcPlot Checkplot depicting IDs, and the original paper topographic quad sheet as guides, data for the ownership and name fields were added (in INFO using ADD and UPDATE) and checked (ARCPLOT, checkplots). 6. Each quad file was transformed using the geographic coordinates of its associated quadrangle map. 7. Each transformed quad file was projected to a statewide UTM grid, using zone 16, nad27, meters. 8. The individual, projected quad files were MAPJOINed to produce a single polygon data layer FOREST. 9. In the MAPJOIN process, 132 sliver polygons were created with no attributes. ELIMINATE was used to select and eliminte these polygons. 132 sliver Polygons and 96 labels were eliminated. This layer was build with polygon topolgy. NODEERRORs was run against the new layer showing no dangles. 36 pseudo nodes were removed in ARCEDIT by unsplitting the arcs. No arcs were removed (e.g. due to zero lengths). 10. All individual tics were removed and replaced by a statewide set based on integer latitude and longitude pairs. 11. The data was reprojected to a statewide Albers, using -83 30 00 as a central meridian (29 30 00 and 45 30 00 as parallels and 23 00 00 as the latitude of origin, nad27, meters). 12. Item TYPE with description of landownership as FEDERAL or PRIVATE added as 7,7,C. Item is populated by reselection and assignment from the OWNERSHIP item, 13. Positional_Accuracy Horizontal_Positional_Accuracy Horizontal_Positional_Accuracy_Report: The data was obtained from areas delineated at a scale of 1 to 24,000 but it should only be regarded as accurate to 100,000 scale, because the county boundaries (accurate to 100,000 scale) were used in part of the delineation of the database. Checks on the geographical accuracy of the data were made by comparing the coverage against existing coverages. Such a check was made against a county outline coverage and part of the data outer boundary was eventually "generalized" to the scale of County outlines which was 100,000. Although there is a matching of the data to the county boundaries, there are still inconsistencies with those boundaries, although this can be expected with such a data base (depending upon ownership) and there have also been changes in Georgia's County outlines, reflecting ownership patterns.
